Delayed connection to Windows

There is a 3 - 4 minute delay in logging on to Windows,
after booting up my Windows XP. This computer is only two
months old, but the seller is both unreliable and
incompetent. Anyone know what the problem is?

clear history & temp files.
limit size of history & temp files.
shutdown/restart computer <- this always works for me.
