There are many many things that can affect a modems speed.
Drivers being one small aspect. In many cases the problem
is usually poor lines. Any sort of stactic or interference
what so ever on a phone line can cause slow down. For that
you have to demand that your Internet provider come out to
your place and do a line check. Windmodems are really bad.
These are modems that rely upon software programs to run.
If you want consistent speeds at the best possible
throughput then you should get a controller based
(hardware) modem. One that has it's own chip and does not
rely upon XP. I used a US Robotics Performance Pro and had
consistent connect speeds of 50.6 with storage speeds of
5.7 which equates to a throughput of 47kbps and that is
well above %85 of the connect speed. If you want specific
help with your problem then let us know what modem you
have and then perhaps we could suggest initialization

Not necessarily true. I had a winmodem on my Win95 computer and ALWAYS
connected at or above 48KB. On several instances I connected at 53KB. I now
have a hardware modem using WinXP and connection varies from 26 to 45KB.
Rarely get to 48.
