Re-Installing Internet Explorer 6

Hi,

How do I re-install IE6?

When I run the setup file I get a alert box telling me

Windows Update Setup
---------------------------------
A previous installation has pending work requiring a reboot. You need to
restart your computer to complete that installation before running Internet
Explorer Set-up.

I have restarted my machine many times and I still get this message.

Please advise.
