quick launch toolbar

i cannot get the quick launch toolbar to stay active.
i've tried checking the 'lock toolbar' and 'show quick
launch' toolbar options but to no avail.. each time i
boot, the toolbar disappears and i have to re-enable it
again.

am running xp pro, with 2.4gig processor [intel] on a msi
645 motherboard. have +1gig mem, and plenty of hdd. stand
alone computer [single user]..

any help appreciated.

Set NoSaveSettings to 0 in the two Registry keys.
