Bubble popups

When I move a cursor on an icon on the task bar or on IE
icon bars, text of help pops up. This is getting very
irritating. How can I remove this popping up text?

I already modified the folder option of turning off the
help on desktop items and folders. But I can'r get rid of
the problem with icons on bars.
