As you are in a Windows XP newsgroup, suggest you upgrade to Windows XP.

If you want to retain Windows 98, suggest a reboot.

If a reboot returns to Safe Mode, suggest you post to a Windows 98
newsgroup.

When you boot and it can't complete then next boot it boots to safe mode.

Instead of safe mode choose a logged boot. This log will give hints on why
it can't boot in normal mode.
