can I delete "temp" files, (not temperary internet files)

Yes you can delete temp or *.tmp or Temporary Internet Files. You can
safely delete all of these.

But I recommend that you do so only after a fresh reboot so that any that
are scheduled for use are done. Check all temp folders as well:

C:\Windows\temp
C:\Documents and Settings\<username>\local settings\temp

And any others that might be specified in the system and user variables
(control panel/system/advanced tab/environmental variables).
