Sending files- I can't!

Help! I really would like to be able to send files over
ICQ..MSN and IRC but for some reason I can't! I can get
files but sending seems to be impossible. Is there some
setting that says enable send on this computer?
I'm using XP and my uncle installed it and maybe he
disable it. Anyway...please help!

Is there a firewall enabled on the internet connection? You may have to open
ports for the file sending options in these programs to work. Check the help
file of each program to see exactly which ports the program uses for this
function.
