Desktop Shortcuts

If I delete some desktop shortcuts on my logon screen,
they also get deleted from the other users desktop
screen. How can this be avoided?

Desktop shortcuts are displayed from a combination of these two folders:
documents and settings\*user name*\desktop and documents and settings\all
users\desktop. Arrange desktop icons you want unique to your profile in your
desktop folder and not all users.
