When I use the "Help and Support Center" window and click
on the "Related Topics" hyperlink at the bottom of the
page, it does not take me to a new page. Rather, it
places a non-functional "Notes" icon on the present help
content. What is wrong about my setup?

From Kelly's Korner:
To reinstall Help and Support: Go to C:\Windows\inf\pchealth.inf. Right
click and choose install. Have your CD handy
(For other options regarding repairing H&S, you may want to go to her site
and read them all.)

Select H and scroll to "Help."
