I had done before. I did it again after your reply. But
nothing came up.

Have you tried (temporarily) going to one language only (which removes the
language bar), and then adding back your languages, and looking for a new
language bar?

I used to be able to type Chinese and Japanese languages
through the Regional and Language Options. After I
restored my system to an early date, I cannot type Chinese
or Japanese anymore. The language bar now becomes a ? mark
on the taskbar. No Chinese or any other languages showing
on the taskbar, not to say switching between English and
Chinese anymore. However the computer still tells me that
it has these languages installed.
I did everything to activate the language bar under
Regional and Language Options. I did right clicking the
taskbar and then clicked toolbar then language bar. I even
turned English language off. However, nothing helped so
far. Thanks for your suggestion.

If you did a System Restore to a time before you acquired the Asian
Languages files, they probably were lost in the Restore operation, even
though your system says you have them. You should get out your XP CD and
reinstall them:

To install East Asian language files on your computer
You must be logged on as a computer administrator in order to complete this
procedure.

1.. Open Regional and Language Options in Control Panel.
2.. On the Languages tab, under Supplemental language support, select the
Install files for East Asian languages check box.
3.. Click OK or Apply.
You will prompted to insert the Windows CD-ROM or point to a network
location where the files are located.

4.. After the files are installed, you must restart your computer.
Notes

a.. To open Regional and Language Options, click Start, click Control
Panel, and then double-click Regional and Language Options.
b.. The East Asian languages include Chinese, Japanese, and Korean. The
files for most other languages are installed on your computer automatically
by Windows.
c.. It is recommended that you install these files only if you are going
to be entering or receiving text in one or more of these languages. The
Chinese, Japanese, and Korean files require about 230 megabytes (MB) of
space on your hard disk. In addition to the language files, Input Method
Editors (IMEs) are installed for each of the three languages.
d.. After you install the East Asian language files on your computer's
hard disk, you must add the individual languages for which you want to enter
and display text. After you add a language, the language is loaded into
memory every time you start your computer. For more information, click
Related Topics.
e.. To remove the Chinese, Japanese, and Korean files from your computer,
clear the check box, and then click OK or Apply.

Not a solution but a workaround: If you go to control panel->regional&language options->languages tab->Details and make sure all your languages are there,then in same window click 'key settings' you can set shortcuts for the languages. I had the same problem so now i have russian as left alt+shift+3 and engish as left
