XP permissions

Trying to set permissions or a set up a new group to
allow users to install and run programs but be unable to
uninstall programs. This I know sounds weird but I don't
mind my son installing his new games, I just don't want
him uninstalling yet. And when he is just a USER
profile, some of his games don't work unless he is an
administrator. Any help out there please?
