Missing stlbdist.DLL and System 32 error message

When I start up, I get two message windows. The first
says that the computer can't find C:\WINDOWS\System32
\stlbdist.DLL. The second is a System 32 window that
states that these files are hidden and shouldn't be
messed with.

How can I fix these problems so that I don't get these
error messages anymore?
