try in safe mode.

safe mode didn't work... however while i was in safe mode i created another user account as another administrater....... it then let me change the settings.... I dont know if it would work in normal mode... but eitherway, it worked. thanks guys

The account that has the restriction will still be unable to change =
Display properties. While logged into that account, click Start, Run =
and enter REGEDIT Go to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\Syst=
em
Look in the right pane for a value called NoDispCPL. If it exists, its =
value should be set to 0 (zero). If not double click it and change it.
This is the same setting that my Security Console changes, without =
having to manually edit the Registry.
