log off & fast user switching problem

In XP Pro sometimes FUS works and other times it
disconnects from our ISP, usually when switching from my
account to my wife's. It doesn't seem to matter whether
there are still programs running or not. Also, after
logging off on both accounts, when we try to switch off
the computer it says there is still someone logged on.
Any clues?

For Issue 1:
Dial-up connections might terminate while switching users, to prevent that
