In OE, go to Tools>Newsgroups... and type in a particular disability
(blind, deaf,etc) at the top of the dialog box. This gets a list of groups
relevant to it. Look for the "comp" entries.

In the pane on the left-hand side, navigate to
- Windows
- Windows XP
- Accessibility
This will connect you with the newsgroup
microsoft.public.windowsxp.accessibility

This is really late, but I went there and find it to barely be what was
expected. Most posts are related to regular accessing of computers, NOT the
accessibility issues we think of. I'm "staying" just in case...
