Creating a new user

When creating a new user in Windows XP, icons are missing from control panel (most notably, Mail).

"Mail" is not an item in Control Panel. Users do not
appear in Control Panel. Control Panel contains tools
and drivers and options windows.

Change to the "Classic" view.
