I recently purchased the liteon 52246s IDE cdr/rw burner and it says
that it supports Mt. Rainier... How do I enable this in XP?

You need to purchase and install the proper software:

As mentioned you need third party software to format and burn in Mt. Rainier
however XP can read the Mt Rainier format if you have updated to SP1(a).
Easy CD Creator's Drag n Drop can do this as can InCD from the makers of
