I have winxp and IE 6.0.2800.1106.xpsp2.021108-1921 and all seems to work
fine 99% of the time. But sometimes I get a hyperlink in a message that
directs me to an e-mail address. Then it says the OE may not be properly
installed.
YET normal hyperlinks to another URL work fine.
I am confused by this message.

Karl,
Click Start, Run and enter MSIMN.EXE /REG (note the space between the two
parts).
