My computer keeps giving me errors saying Windows cannot find.... Make
sure you typed file correctly... Well this happens when ever i try to open a
program by double clicking it. The only way i can open a program is to right
click then click " run as" and then deselect "protect my computer and data
from unauthorized activites" - Can some one please help i have tried and
nothing i have tried has worked

We need the full text of that error message - every word just exactly
as it appears on the screen.
Something has found itself onto your computer and is interfering with
the normal operation of launching programs.
Have you had any viruses lately? Is your antivirus software
completely up to date with the virus definition files not more than 10
days old? When did you last to a complete virus scan of the hard
drive? If you need a good antivirus program try the free version of
AVG6 from www.grisoft.com
How about advertising spyware? Do you have a program installed for
removing these? If not then download, install, update and run AdAware
(free) from www.lavasoft.de to clean this crud off your machine.

I get this as well, though I can open files from within a
program with no trouble. But it only happens occasionally;
I wondered if it was getting confused over the length of
the path as it seems that it most often occurs when there
is a long address path to the file.
