run box missing

I'm missing the Start>run box. Windows key + R doesn't
bring it up, either. Says operation has been cancelled
due to restrictions in effect on this computer - "Please
contact your System Administrator." Fine. So - I'm the
system administrator - where do I go to turn on my
hotkeys? How do I bring back my Run box? Right click on
Start>properties>advanced shows no run box to check or
load. ?? Thanks for your help.
