Hi,

As a domain admin and member of local admins, is there any way to restart a
computer remotely?

There is a shutdown.exe tool in the resource kit.

Windows XP has a shutdown utility built in. Run
SHUTDOWN
from the command prompt for the switches. Run
SHUTDOWN -I
for the GUI interface.

Right click your "My Computer" icon.
Select "Manage".
In the resultant console, right-click "Computer Management" and
select "Connect to another computer..".
When you've connected to the desired computer, right-click "Computer
Management" and select "Properties".
Click the "Advanced" tab.
Under "Startup and Recovery", click the "Advanced" Button.
In the resultant page, click the "Shut Down" button.
Choose options.
Click OK.

Yes there are tools to do this in the resource kit.
