HELP PLEASE - Windows

I own a Tiny Computer installed with Windows XP.
When attempting to boot my computer I receive the following message in dos:

Windows could not start because the following file is missing or corrupt:
\Windows\System32\c_1252.nls.
You can attempt to repair this file by starting Windows Setup CD-ROM.
Select 'r' at the first screen to start repair.

When I bought the system I recieved the setup disk which unlocks a part of
the hard drive that restores the computer to the original factory settings.
However the disk has to be ran on Windows (see the probem? I can't get to
Windows).
Safe mode doesn't work either.

I'm not technologically inclined, so any help would be great.

The setup disk you have is not bootable? You may have to set your BIOS to
boot the CD drive before the hard drive and/or floppy drive.

Hi,

Are you sure you can't access the disk by booting to it? That is the normal
route used by preinstall pc makers. You may need to change the boot order in
the system BIOS, but they should have provided a means of reinstalling
without actually accessing Windows. Check your system documentation for the
proper procedure.

You should be able to insert the recovery disk and boot from it. Have you tried that?
