If you mean locally as local accounts on a standalone or workgroup member
machine then it is thousands as long as there is sufficient disk space to
store their profiles.
It also begins to cause an issue to the Welcome Screen - best to turn it off
and use the classic login box.
If you have that many local accounts on a workstation then you need to
reconsider your environment and possibly move to an Active Directory based
authentication and centralized user account system.
