Hello,
I need to modify the screensaver time so that the user can't set it
for more than 30 minutes. Is this a registry setting?

You can set the time before it becomes active, and the user won't be allowed
to adjust it at all, via the GUI.
Click Start, Run and enter REGEDIT Go to:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Wind ows\Control Panel\Desktop
The above key does not exist by default, so you may need to create the
Microsoft, Windows, Control Panel, Desktop subkeys manually.
Once this is done, right click in the right pane and select New, String
value and name it ScreenSaveTimeOut. Double click the value you just
created and set it to the number of seconds to wait before the screen saver
becomes active.
This is a per user setting, so this will need to be repeated for each user's
desktop. See http://www.dougknox.com, Win XP Tips, Advanced Registry
editing for an easier way of doing this, without having to log on to each
user's desktop.
If you're running XP Pro, this can also be enforced through the Group Policy
Editor (Start, Run and enter GPEDIT.MSC)
