Can't turn off JavaScript

For a good and valid reason I want to disable, turn off JavaScript in XP.

I know where the buttons are and have spent an inexcusable amount
of time trying everything. High Security, script disable......

What have I missed?

Would I be right to believe that JavaScript cannot be disabled for
local files? I have all four Security settings at *High* and it appears
to be disabled for *on-line* files. Enabled for my disk files.

(This is a nuisance for some page development work.)
