can anyone help? - I think 'guest' user should be able to
access the internet. My other 2 users can, both of which
are 'administrators', just by clicking the relevant
desktop icon. When the guest desktop is displayed, the
connection will not even show, let alone start, when the
icon is clicked. thanks

Guest account, by design cannot connect to internet. Cannot initialize a RAS
connection. But it can use an already ON cable/dsl/lan or already connected
dial-up account using Fast user Switching.
Dial-up connections might terminate while switching users, to prevent that
