help i cant open my regedit

Please help me i cant get my regedit to open ..Im the
administrator and it says i have blocked it but i have
not.. I cant even get into tools internet explorer.. the
home page is greyed out and cant change it
any help would be welcome

Can you boot into Safe Mode?
This will bypass start up files, so you can make corrections.
