Restart/Shut Down Problem

When I attempt to restart or shutdown, nothing happens.
I am able to get to the buttons (Stand By, Turn Off and
Restart) through the Start menu however upon clicking any
of the buttons, NOTHING HAPPENS. Please advise ASAP.
