Internet Tools Options - Cannot Access

I downloaded both Webroot Spy Blocker and MSN Pop Up Ad
blocker toolbar yesterday on my personal home pc and now
when going to the tool bar for internet options it will
not allow me to make changes.

Message says:
This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.

I can however go into control panel and make changes. I
have unistalled both of the above items and no change.

I would appreciate any help you can give me. Thank you.
