Does any Windows Platform (minus NT,2000) have a program which
translates a foreign language into English? Are there any programs on
the Internet to accomplish this task? If material was received in a
foreign language, how could a person determine which language this
material is presented in?

MS Office can translate. Though it doesn't actually work.
Most of the above web links sell programs that translate. Google and =
most other search engines translate http://www.google.com/language_tools

You may want to try the following link.

As for the languages you will have to guess. If it looks German then =
your choices at that site will be German or Dutch. If it looks Spanish, =
try Spanish, Portuguese or Italian. The translator is very literal so =
you often have to decipher the results.

There are a number of web sites to do this. Here's one:
http://world.altavista.com/ It works with many languages.



My experience is that if you enter or a word or a not-too-long
phrase, it can do a decent job. As soon as you get to sentences,
unless they are extremely simple, all automatic translators do a
terrible job. The state of the art is still very primitive.

Probably the best way is to have someone familiar with several
languages (at least for recognition purposes) take a look at it.
For example, I'm not fluent in anything but English, but I have a
smattering of four or five languages, and I could at least
recognize most of the major languages of the world.
