Holding the Ctrl key down while selecting makes multiple copies.
There must have been some reason why "they" wanted it to do that. I wonder
why??

That's not normal. Holding Ctrl while selecting should select a file that
is not selected. It will de-select a file that is already selected. This
Windows mouse/keyboard standard still exists in XP.
Ctrl+Drag/Drop *will* equal a copy. If the mouse is too sensitive, the
slightest move on your part will cause the behavior you describe. This
has been a problem in XP for some users. Try adjusting the sensitivity of
your mouse. Updated mouse drivers might help too.
