I would like to define a new "locale" -- specifically
a new keyboard/input method to make my life easier.

I want to be able to "compose" characters as is done
in the "international keyboard", where you press,
say single quote, and if it is followed by a vowel, it
forms an accented vowel.

I'd like to create a compose method for a language
that has horizontal lines over some characters,
accents over consonents as well as vowels, dots under
characters...etc.

Is there someplace I should look for info on creating
my own keyboard/language mapping?

If the characters you want are already available thru the character map (Start -> Programs ->
Accessories -> System Tools) you can look into keyboard remapping. You can download the MS
remapper:

or do it yourself:

If the characters you want don't exist in any pre-defined font, you can look in C:\Windows\system32
for "eudcedit.exe". This is the built-in character editor. I haven't played with it much, but you
can start with an existing character and then modify it, which should suit your needs very well.
