User Account Icon doesn't work

When trying to edit user accounts via the User Account
Icon I receive no response. I can change/add/delete users
from the drop down control panel but not the graphical
icon.

I am having a similiar problem. I left click/right click on the users accounts and get no response. I am trying to turn off the guest account and make another account. Where is this drop down control panel cause I have tried everything else. Please help us!
