I'm about to purchase a new PC with WinXP. To avoid Blaster is it OK
to download Hotfix KB824146 on another PC (WinMe), copy it to the new
PC and run the hotfix before connecting to the Internet ?

Yes, you can use the procedure you outlined in your post.

Your first priority should be to enable XP's firewall:
http://www.microsoft.com/security/protect/

A security issue has been identified that could allow an attacker to
remotely compromise a computer running Microsoft Windows and
gain complete control over it. You can help protect your computer
by installing this update from Microsoft.
http://www.microsoft.com/downloads/details.aspx?FamilyId=2354406C-C5B6-44AC-9532-3DE40F69C074&displaylang=en

Afterward, visit the official Windows Update website and
scan your new computer for new updates and install them.
