how can I get the RUN Command to appear on the Startup
menu. Please

Right click on a vacant part of the taskbar at the bottom of your
screen -between the Start button and the Clock. from the drop down menu
select Properties. In the Properties window click the Start Menu Tab and
then in the click the Customise button. In the Customise Start Menu window
click the Advanced tab.
You will now see a list of options or start menu items. Scroll down towards
the bottom and look for an option called 'Run Command' Make sure there is a
tick in the box on the left of this option. If there isn't then place a tick
in the box to enable it. Finally press OK. In the next window press Apply
followed by Ok to exit the properties window. The Run command should now be
on your start menu.

In addition to what John wrote.

Windows key + R will open the Run box.
