Hello -- I don't understand how I can check to be sure I
have "administrative rights" (to download/install a
program) on my User Account. Where would I locate "User
Account" on my computer? Thanks!

Start>>Control Panel>>User Accounts will allow you to view your accounts.
You can log in as an Admin in Safe Mode.
