when i run msconfig... some 'command' lines
read... "c:\program files\... is this what i'm looking
to fix?
also, in the 'startup item' column some entries are blank
what about that?
other than that, the two keys in question look right to
me.

Adjust the column so that you can see the entire line.
If there is not a closing quote mark at the end of the path, then yes -
that's why you're looking to fix. Edit path to include the missing quotes.
