From looking at your message headers, if this is the same PC that you
downloaded SP1 and SP2, then the download did not work as you have a rather
old version of OE/IE.

SP2 is not available to the general public, only Beta Testers, MSDN and
TechNet subscribers. Since it is still very much in Beta you have an illegal
copy. Where did you download it ? SP2 is a rather large download...

Windows XP has an SP1 - but its SP2 is still in Beta and there are no
'language packs' associated. So I think you are talking of packs for
*Office* XP, and should look for guidance to the *office* newsgroups

From the Microsoft XP update site, Marc.
They are labeled; oxpsp1, oxpsp2, lpksp1 and lpksp2.

Retracing my steps, I see now that I've downloaded an Office update rather
than the XP ones.
