Hi
You will have to buy an English version XP CD - then either install the =
English version instead of the Netherlands one or dual-boot both =
versions.

Hello,
You cannot change it or download the english version, you must buy a new
copy of Windows XP Home. But, before doing this, make sure that you did not
get the english version also. Some computers is being shipped with multiple
languages for the Operating System (for example, i got all the nordic
languages for Windows XP Home when i bought a new computer).
