Where do I get RegClean. It is supposed to be available
fro Microsoft but I can't find it.

RegClean is not compatible with Windows XP. It is not necessary
to use any type of registry cleaner with XP. However, if you really
wish to use one, try System Mechanic (www.iolo.com).

Maybe not necessary but it is very,very helpful. Suggest JV16 Power Tools.

You don't need JV16 for registry cleaning alone; the same company and author
have a standalone product, RegSupreme (www.macecraft.com.) Very reasonably
priced, and unlike all of the others (including, I'm afraid, Iola) it 1)
they allow a genuine free trial, where the others only let you fix a small
number of errors at a time; and 2) responsibly warn that those lacking
knowledge of how to recover their systems should eschew using the product.
