I need to know how to create a C:\ directory on a pc with
windows XP home

What? Normally your first harddrive is labeled C:\ and contains some
important files and directories. Do you want to create a sub-directory
on your C:\-drive? While browsing your harddrive in Explorer,
right-click anywhere and choose "New/Folder" and give it a name you
like.
But I'm pretty sure that's not what you meant. What /are/ you trying
to do?

Open Windows Explorer
In the left pane, high light the C drive, and then in an empty space in the
right pane right click and select NEW then New Folder. Give the directory a
name and you are all set.
