Regarding AccessControlList

can anyone tell me how to access/edit the AccessControlList
(ACL). i am having problems with internet explorer 6 on my
Laptop Windows XP. it gives me the below message:
"403 Forbidden
AccessAccess denied by access control list"

please help me
