Does XP Home edition have any built in provisions to backup drive C to drive
D?

if D is your CDRW, then no and no. Firstly Home edition doesn't come with
NTBackup installed as default, and secondly it won't backup directly to a
CDR/RW anyway.

D drive is a second hard drive I installed.

In that case yes it will, but you will have to install it.
Insert the XP or Rescue CD, and run NTBACKUP.MSI program
from the folder "X":\valueadd\msft\ntbackup - where "X" is the drive letter
for your CD Rom.
