Having locked the task bar, I now find that the check mark is grayed out, if
that's the right phrase. In any even, it's inaccessible. What can I do to
access that setting?

Srd,
Open Registry Editor [regedit.exe] and navigate to this key:
HKEY_CURRENT_USER
\Software
\Microsoft
\Windows
\CurrentVersion
\Policies
\Explorer
Backup the registry now: http://www.mvps.org/sramesh2k/registry.htm
In the right-pane, look for the value "LockTaskbar" and delete it. If =
the problem persist, do the same for this key:
HKEY_LOCAL_MACHINE
\Software
\Microsoft
\Windows
\CurrentVersion
\Policies
\Explorer
