Anybody know why printing a web page cuts off the right side of whatever
you're trying to print?

Because the webpage was designed wider than the average size of paper!
Use landscape mode. Some printers also have a 'fit to page' option.

Just to add:-
The Print Preview windows has controls to navigate through
pages and to zoom in/out. To change the margins,
header/footer, page orientation, click on the Setup Button
whilst in Print Preview mode (Alt+U).
