I am the owner and administrator of a PC on a network and have two
accounts - administrator & harry
When I am logged in as harry I cannot open the "Task Bar" - it says "the
task bar has been disabled by your administrator" and I do not remember
doing anything like that.
How can I enable it again?

I haven't run into this problem yet but MVP Doug Knox has been recommending
the following for this situation:

Click Start, Run and enter REGEDIT

Go to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\System

Look in the right pane for a value called DisableTaskMgr. If it exists, it
should be set to 0 (zero). If not, double click it and set it to 0. If it
doesn't exist, right click in a blank area of the right pane and select
New, DWord value. Name it DisableTaskMgr and leave it set at 0.

My clock and time zone settings are correct (although I cannot understand
what they have to do with the problem I had)

Thank you for the reply Sharon,
The problem is now fixed. That was it.
Do you have any idea what could have caused it? Because no one else uses my
computer and I check daily for viruses.

Where -0800 indicates Pacific Standard time. Maybe it's your date. In
Missouri it's now 03:28 on Nov 13, so I'm answering seven hours before you

Hi, Harry!
You're welcome and am glad that you have this fixed now.

No idea what the cause is. It has been a common problem lately which is why
Doug's solution was so fresh in my mind. Virus and spyware are always
suspect with unexplained changes but it could also be from a software or
driver installation, an accidental change by the user in one of the
administrative tools or just that you held your mouth the wrong way when
logging on one day. Whatever causes it, I sure am grateful that Doug has
figured it out.

You're current on your antivirus but perhaps you'd like to give your system
a quick online check for spyware:
