I can't delete a TMP file

The other day I decided to open up Microsoft Encarta on my new XP machine.
It said it wanted to deposit a cookie (I THINK it said "cookie", but I'm not
100% sure). Well, I figured I could always delete it so I stupidly clicked
"Yes". Now I can't delete it !

The file is: ZL T03d76
TMP file
1 KB

When I try to delete it I get the message:
Error Deleting File or Folder
Cannot delete ZL T03d76: It is being used by
another person or program.
Close any programs that might be using the file and try
again.

OK

The file is located in:
Local Disk (C:)
WINNT
Temp
Also in the Temp are three folders: Cookies, History & Temporary Internet
Files.

How do I delete this file ?

How do I find out what programs are using the file ?

Although it is not causing any problems that I can identify, I'd just as
well not have it in my computer.

Try deleting the file from the Safe Mode. You can also safely delete
the mentioned subfolders in TEMP.

Here's something frustrating !

I did as you suggested and rebooted into Safe Mode as per the Microsoft
webpage that you directed me to.

When I went to the TEMP folder, the file, ZL T03d76, was NOT present. I
then booted normally, and the file was back and could NOT be deleted.

Any idea what's going on and what I could try next to get rid of this file ?

Remove "DELANY" to reply by e-mail.

That may indicate that the file is created and used by some
application running in the background. To find out which program this
is, see "How to Troubleshoot By Using the Msconfig Utility in Windows
XP" (http://support.microsoft.com/?kbid=310560).

It turns out this file is the log for Zone Alarm. I was able to delete it
by disabling Zone Alarm. It is recreated when ZA is reactivated. Since
it's from ZA I am no longer worried about it. I believe it had nothing to
do with my opening Encarta.
