Power saver

I can not open my power saver....the little battery looking thing..I want to switch my standby options. The poweroptions button tells me to use power saver and it will not allow me to. It used to allow me, though..please help.

Go to C:\WINDOWS\system32 .. do a Search for *.cpl .. look for a cpl that relates to "power" (perhaps, powercfg.cpl) and double-click it.
