windows cannot open file..you may not have permissions..

have recently downloaded all microsoft updates plus AVG
free virus tool.......am now getting the above message
every time i try to open a .exe file.......the only fix
is to right click the desktop icon and "run as" and click
off the "protect my computer and data from unauthorised
program activity" key.

Any ideas!!

in my case not even the run as option works. i am blocked all the time. who can help
